Using issues to instigate a heads up.

It would be of benefit when raising an issue (hazard) that it could be forwarded by heads up the the site group. This would mean it could be acknowledged providing an accountable trail to confirm the information has been passed on.

An email notification can easily just be ignored which defeats the object of raising the issue.
