By allowing to put “flagged” questions of various formats (particularly, the text answer format) into the form will make generating a summary of the flagged issues considerably more flexible than it is now.
For example if you put a both a flagged and non-flagged question for specifics of a certain issue you can make important issues show up on the front page of the report if you put the description of the issue into the flagged question response field.
