Thanks for the question! We don’t currently support adding users without an email address, but we're actively working on a feature to let admins set up usernames without emails. We don’t have an exact date just yet, but expect it sometime later this year.

In the meantime, many customers facing the same challenge create “dummy” email addresses for their users. If you go this route, just be careful that no one else uses those inboxes, since they're needed for notifications and password resets.
